Marvel hasn't said anything upon releasing the image.

The Punisher was reluctantly allowed to fight alongside Captain America's Secret Avengers in the Marvel Civil War.
At the end of the Civil War, The Punisher is shown picking up the Captain America's mask after he surrendered.
